Open Members in the sidebar to browse by name, headline or skill. Open someone's profile and choose Connect. Once they accept, they appear in your network and you can message them from Messages.
Two places, and they are the same switch: on your own profile, or in Settings & privacy under Privacy. Turning it on adds an Open to work mark to your profile and your row in the member directory, where members can filter for it, and recruiters can find you by it when they search for candidates. From your profile you can choose to show it to recruiters only.

Your applications are listed first among the new ones the hiring team has not looked at yet. And you get a badge beside your name. The feed, messages, groups and applying work the same either way.
